The entry into force of the new Regulation (EU) No 305/2011 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC creates challenging times for EOTA and its members.
Many EOTA members are now engaged in the process of seeking designation as Technical Assessment Bodies under the CPR. As the date of 01/07/2013 is rapidly approaching, EOTA is now engaged with its members and the EC services on the strategic thinking for its new structure, on the future format for European Technical Assessment and on solving transitional issues between the CPD and CPR. The aim remains, of course, to continue to support the manufacturers of non-standardised products in the construction sector, through a harmonised technical assessment approach leading to the delivery of impartial and reliable documents needed by the market and regulators.
We hope to be able in the near future to tell you more on these projects.
Regarding EOTA membership, EOTA Plenary meeting had the pleasure of welcoming a new member designated by the Spanish authorities: TECNALIA from San Sebastian – Spain (for details of this new Approval Body, see section EOTA memberlist).
As far as technical work is concerned, the total number of the EOTA Working Groups, drafting ETAGs, still remains at thirty-two: see page EOTA Working Groups for more details, including new target dates.

ETAG 026 Fire Stopping and Fire Sealing Products, Part 5 – Cavity Barriers, endorsed on 26/09/2011
Other ETAGs or parts thereof have been finalised at EOTA level and sent to the EC Services for further handling and SCC consultation. Comments were received from EC Services and/or SCC members on ETAGs or parts thereof, sent earlier to the EC services for SCC consultation and possible final EC endorsement. These EC and/or Member States comments have been considered by the relevant EOTA bodies and re-submissions have been sent, or are in the process of being sent to the EC Services. EC endorsements of these ETAGs or Parts thereof are therefore expected later this year or early next year. This is the case for the following ETAGs or Parts thereof:

for the amendment of the ETAG 003 (Internal Partition Kits), endorsement by EC Services is awaited early next year (2012), after EOTA has incorporated the comments expressed by EC Services and some SCC members during consultation, as well as the handling of dangerous substances;

a first amendment of ETAG 004 (External Thermal Insulation Composite Systems) has been endorsed by EOTA and sent to the EC services for SCC consultation; the SCC consultation was finalised, comments were received and handled by the WG. The amended document has been sent to the EC services for final endorsement on 18/08/2011 and was endorsed on 13/10/2011;

the amendment of ETAG 006 (Systems of Mechanically Fastened Flexible Roof Waterproofing Membranes) has been endorsed by EOTA, as prepared by the WG, and has been sent to the EC services for SCC consultation; the SCC consultation was finalised, comments were received and are now being handled by the WG before re-submission;

an amendment for ETAG 007 (Timber Frame Building Kits), regrouping also an amendment of ETAG 012 (Log Building Kits) has been prepared by EOTA; EC comments were received and handled at the relevant EOTA level; resubmitted to the EC services in November 2010 for final EC endorsement; this amended version has been put in SCC consultation till 04/07/2011; Member States and EC comments were received and are now being handled at EOTA level before re-submission;

a first amendment for ETAG 013 (Post-tensioning kits for the pre-stressing of structures) has been prepared by the WG, endorsed by EOTA and sent to the EC services for SCC consultation; EC comments have been received and are now being handled by the WG in the framework of the drafting of the 2nd Progress File for this ETAG;

an amendment for ETAG 020 (Plastic anchors for multiple use in concrete and masonry for non-structural applications, Parts 1 to 5) has been prepared by the WG, endorsed by EOTA and sent to the EC services for SCC consultation till 26/10/2011; EC and SCC comments were received on 18/11/2011 and are now going to be handled before re-submission to the EC services;

Amendments to ETAGs, called Progress Files, once endorsed by the EC services, are stored in the EOTA website, part “Endorsed ETAGs”, where they replace the original version of the ETAGs and are identified as such.
In this respect it should also be noted that EOTA WGs continue to work on the amendment of other ETAGs or further amendments to ETAGs mentioned above, in order to be able to incorporate modified regulatory requirements in some Member States (following amendments to mandates received from the EC services for the ETAGs 001, 004 and, recently for ETAG 015 –Three-dimensional Nailing Plates) or in order to take stock of experience gained by issuing the first ETAs in these product areas.
The total number of subjects considered as suitable for the CPD Article 9.2 procedure is now up to 428, after the EC endorsement of new green lights for this procedure (see page: ETAs without ETAG). Some new items are expected to be added in the near future awaiting green light from the EC services, possibly after SCC consultation, where required by the CPD .
